What's different this time is formulation quality. The frosted shadows of two decades ago were notorious for patchy application and heavy fallout under the eyes; current versions use finer, more evenly milled shimmer particles suspended in a base designed to adhere on contact rather than sit loosely on top of skin.

Makeup artists working the trend note it reads differently on camera now too — better light diffusion technology in shimmer particles means the frost catches light without the flat, almost metallic look older formulas produced under studio lighting.
